The Palestinian miniature sheets were not available in Palestine due to Israel embargo. As a consequence, this item was only used by representatives of Palestine outside of the country. Note that one of the further reason of the limitation is linked to the use of the term “State of Palestine” which is since September 2013 used on all official Palestinian documents, replacing the former “Palestinian Authorities”. Palestine is still not recognized as a State by most of the countries, including of course Israel.
